13-01-2022 Training program in non-judicial institutions, visit of newly appointed judges at the “Ombudsperson” Institution

On 12 January 2022, within the practical training with the non-judicial institutions for the newly appointed judges, the Academy of Justice is conducting a visit to the “Ombudsperson Institution”.

In the introductory speech, the ombudsman Mr. Naim Qelaj first welcomed the newly appointed judges, considering the purpose of this visit appropriate and at the same time highly appreciated the cooperation with the Academy of Justice. Mr. Qelaj then continued the discussion regarding the role, mandate and challenges of this institution in ensuring and mutually cooperating in the field of justice.

This program aims to provide newly appointed judges with knowledge of the procedures for investigating complaints of citizens' allegations of human rights violations, and to prepare recommendations for such cases. The work of the national mechanism for the prevention of torture was also addressed, reports with recommendations, resulting from handling of complaints and requests and regular and unannounced visits to all places where persons deprived of their liberty are held. The judges were also informed about the receipt and review of complaints in the OIK, the relationship between the OIK and the judiciary, and the procedures for receiving complaints and reviewing them if the complaints, requests or notifications are within the competencies and responsibilities of the OIK.

Beneficiaries of the training are newly appointed judges (generation VIII) where two of them are from the Serb community.
